Joshu Kasei is the Chief of the Public Safety Bureau and supervisor of the Inspectors. She determines what cases are to be investigated and which divisions are to do the investigations.
Appearance
Kasei is slender with short gray hair and steely gray eyes. She wears eyeglasses with blue spherical earrings and dresses in a professional manner at all times.
Personality
Kasei comes across as distant and cool towards all those around her. She is seen to be a workaholic with no personal life, devoting herself entirely to her duties. She is secretive and mistrustful, confiding in only a few chosen individuals information regarding the job at hand on a need to know basis. She demonstrates a keen interest in Akane Tsunemori, although the reason for this is never completely clarified.

The Sibyl System
Joshu Kasei is one of the android bodies used by the Sibyl System to operate in real time under the guise of a fully functioning human being. Multiple copies of Kasei's body exist, allowing her to be replaced quickly if she is ever "killed." Due to being a mere shell operated by one brain at a time, Kasei's personality depends on who is in control of her. Also, depending on the brain taking control of her, Kasei shows different habits, hobbies and even choice of words.
Akane Tsunemori
Tsunemori is the one of the two Inspectors in the MWPSB who is aware of Joshu Kasei's role in the Sibyl System, as well as the true nature of the crime controlling bio-mechanical creature. Though conflicted about her place in society following this revelation, Tsunemori remains a detective with the CID in order to keep order in society until a way can be found to subdue Sibyl and reawaken the populace.
Sakuya Togane
It is clear that Togane knows that his mother, Misako Togane, is a member of the Sibyl System. He even calls Kasei "mother" just before they apprehend Mika Shimotsuki who learns of this.
